The Minister of Science, Research and Technology emphasized the fact that maintaining the health of the university community is the basis of our work in resuming face-to-face training at universities, emphasized the implementation of inter-university projects.

In the meeting of the heads of universities, centers of higher education, research and technology, held on October 10th, 2021, with the focus on “explaining higher education policies in the new course” in person and online in the hall of Martyrs of Scientific Jihad of this Ministry, Dr. Mohammad Ali Zolfigol referred to the challenges ahead in the field of higher education and the reopening and resumption of face-to-face education. He clarified that “Universities must abide by this decision of the National Corona Headquarters and do their utmost to implement it.” Highlighting the need to streamline the administrative system and save costs, the Minister said: “This important issue should be the top priority of universities.” The ratio of faculty members to staff should be one to one, and we should strive to achieve this indicator. Today, the development of information technology and e-government has created the conditions for achieving this index.” Emphasizing increasing productivity in the higher education system, he said: “Universities must have a plan to increase productivity, so we must define our great aspirations and goals in the university and plan to achieve it.”

Furthermore, Dr. Zolfigol added: “I request the presidents of first-class universities, which have top rankings in terms of the number of faculty members and graduate students, to increase their per capita in the discussion of technology development, productivity and promotion of scientific indicators and compare and compete with top universities in other countries.” Referring to the budget drafting chapter in the government, he said: “Administrative, financial and budget managers in universities should have the necessary consultations with the program and budget organization to attract funds.” The Minister said: “Due to the difficult and sensitive situation in the country, most of the budget is spent on salaries, utilities, and therefore there is no budget to implement strategic plans to solve problems. Dr. Zolfigol emphasized that the cultural and research budget line of universities should not be spent on matters other than research and cultural affairs, and said: “All our efforts are to increase the budget line of these two departments.” He added: “Fortunately, the establishment of the Science and Technology Fund has been issued and we hope that with the proper decision of this fund, we will be able to achieve some goals in applying research and dissertations, developing scientific diplomacy and realizing the system of suggestions.” Dr. Zolfigol continued: “Strengthening the humanities and basic sciences is one of our main goals and programs, and we hope that the presidents of the universities will pay attention to this as well.”

He pointed to the establishment of various think tanks in the Ministry of Science, Research and Technology and said: “We are establishing think tanks whose output will lead to the necessary thought feed for wise, prudent and knowledge-based decision-making.” The Minister of Science stated: “One of these think tanks is the discussion of developing a system of measurement and motivation, based on which to provide conditions for faculty members and scientific assistants to the extent of their effectiveness and activity in the fields of science and technology, material benefits and Benefit spiritually.” Dr. Zolfigol stressed the need for planning for new students and reminded: “Strategic meetings of education and research, meetings of security managers, student deputies should also be held to discuss and discuss possible issues.” Emphasizing that the implementation of inter-university projects will strengthen the spirit of teamwork, the Minister of Science said: “We must create a mechanism to develop the cooperation of large and top universities with other higher education centers.” We are also pursuing the allocation of a special credit line for the implementation of these plans. We should also strive for a full credit for growth centers, research institutes and science and technology parks.”
